Shelter-in-place lifted following refinery explosion and fire in Philly

Locals reported a loud explosion early Thursday morning at the Philadelphia Energy Solutions Refining Complex. A lift on the shelter-in-place order for an area near the refinery was announced at a media briefing with the Philadelphia Fire Department.

Update: The Schuylkill Expressway I-76 has been reopened. Platt Bridge remains closed.
