For the eyes of the Lord are on the righteous and His ears are attentive to their prayer....

All-wise and every where present, God watches over the us, and takes care of us. When we call out to Him in prayer, He hears us (Pro 15:29). With this confidence, we can approach Him and ask anything according to His will (1 John 5:14).
