 Julianne Smith said that the North Atlantic Alliance was already in transition before the start of a special military operation.

 "The development of the strategic concept has not been completed. However, I think we basically agree that Russia is the primary challenge, the primary threat that NATO is currently facing," the diplomat said.

 Smith called Russia "priority number one" and also announced new steps to strengthen NATO.
